The Internet has transformed the manner in which information is exchanged and business is conducted, arguably more than any other communication development in the past century. The conflicts surrounding Internet governance are the new spaces where political and economic power is unfolding in the twenty-first century. INTRODUCCIÓN: COMUNICAR ES MÁS QUE HACER SABER. El verbo comunicar procede del latín communicare (compartir información), y este a su vez de communis (común, mutuo). Los diccionarios de uso de la lengua española de María Moliner (1991) y Seco, Andrés & Ramos (1999) coinciden en ofrecer como primera acepción del término hacer saber [algo a alguien], esto es, poner en común con otro una información. Sin embargo, a esta siguen otras muchas acepciones y propuestas de sinónimos entre los que encontramos verbos tan dispares como avisar, exponer, inculcar, insinuar, proclamar, hacer partícipe, dar publicidad, radiar, revelar o transmitir. Tal variedad de sinónimos nos da una idea de las dificultades de determinar los límites de la Comunicación en tanto que disciplina científica. En efecto, la multiplicidad de visiones sobre la Comunicación, incluso entre sus propios investigadores, no facilita la tarea de delimitar con claridad su objeto específico. Algunos autores proponen que la comunicación tiene como objeto científico específico toda acción significativa que tenga como finalidad que otro comprenda lo que significa esa acción y que sea efectivamente comprendida (Martín Algarra, 2003). Desde una perspectiva más amplia, sin embargo, Comunicación puede dar cabida a objetos científicos más diversos. La National Communication Association (NCA) de Estados Unidos identifica los siguientes ámbitos de estudio dentro de la disciplina general de Comunicación.
