Public service media is today challenged on every front. Publics and politicians see the commercial approach as the ‘normal’ way to organise broadcasting. There are strong pressures to downsize PSM organisations, to limit investment options, to restrict online and digital operations, to narrow remits to genres and for audiences that are not commercially attractive, and for increasingly intrusive assessment procedures. The principles no longer resonate very widely and there is growing criticism about a decline in distinctiveness. Even among traditional allies, support is flagging and skepticism is growing.

In Europe the institution has not yet presented a coherent and convincing strategy attuned for relevance in the 21st century. PSM has lost or is in danger of losing the initiative. At the same time, there are promising efforts to develop PSM in regions and countries lacking a domestic history with PSB – to gain the initiative for building PSM. This 5th RIPE Reader incorporates a wider purview as an outgrowth of proceedings from the RIPE@2110 conference that convened in London 801 September to address the theme, Public Service Media After the Recession. The book is divided into four sections, reflecting the varied and distinctive narratives of PSB around the world.

La tradicional televisión por aire encara la segunda década del siglo xxi enfrentando transformaciones de calado. Su completa digitalización no sólo supone una mejora de la calidad de imagen y sonido, sino que abre las puertas al pluralismo ideológico y la diversidad cultural. Sin embargo, la introducción de la televisión digital terrestre (TDT) muestra que la defini­ción de un modelo televisivo depende, más allá de la tecnología, de las relaciones políticas, económicas, sociales y culturales: mientras que en algunos casos sirvió para sumar agentes o lanzar señales y servicios, en otros reforzó el poder de los operadores tradicionales en un entorno de competencia de soportes (satélite, cable o Internet).

El volumen, editado por los especialistas Albornoz y García Leiva y en la que participan destacados investigadores del medio televisivo pertenecientes a prestigiosas universidades y centros especializados en el sector audiovi­sual, analiza la transición hacia la TDT y el "apagón analógico" en algunos de los principales países de Europa (Reino Unido, España y Francia), Améri­ca (EE.UU., México, Brasil y Argentina) y Asia (Japón y China).

M. Trinidad García Leiva Doctora en Comunicación. Profesora de Comunicacin Audiovisual en la Universidad Carlos III de Madrid. Publicó numerosos trabajos dedicados al medio televisivo y las políticas de comunicación y cultura entre los que se destacan: Políticas públicas y televisión digital. El caso de la TDT en España y el Reino Unido (2008) y "Digital switchover across the globe: The emergence of complex regional patterns" (con M. Starks, en Medía, Culture & Society,2009).

Corporations and Cultural Industries: Time Warner, Bertelsmann, and News Corporation, by Scott Warren Fitzgerald, provides an introduction to the political economy of international media corporations. This text fills a fundamental gap in the critical media studies field, expanding on the relative paucity of academic studies. To ground the discussion, Fitzgerald focuses on the growth of three specific media conglomerates: Time Warner, Bertelsmann and News Corporation. Adopting an approach rooted in critical political economy, the book explains the corporations’ growth through an engagement with broader social theories: the wider conditions of capital accumulation (especially theories of corporate competition and financialization); issues of institutional logic and corporate strategies; and the role of states as regulators, mediators of opposed interests, and facilitators of corporate expansion.

The first section presents debates in social theory, addressing issues that pertain to cultural industries and dimensions in which they both challenge and extend these wider social theories. The second section presents detailed case studies of the three contemporary media ‘mega companies’ across the range of operations they coordinate, both within and outside the cultural industries.
